Very frustrating. Thank you for trying at least. “Policy and procedures in place” is my favorite part and I will have to add this to my lexicon.
If you use Linux most mainstream distros allow you to encrypt your hard drive during OS installation using LUKS. You can also use Gnome Disk Utility to encrypt an external hard drive (using LUKS).
Veracrypt is cross platform but personally I use LUKS since it is integrated into the OS.

I like learning about this stuff too. I’m curious what is the point of encrypting a hard drive if it just automatically decrypts on boot? If someone stole your computer couldn’t they could just boot it up and have an unencrypted drive?
